Some body shop was lazy and taped around the sticker. Crappy way of doing a repair and they did not clear over the sticker, or you would have some serious peeling of the clear when you took off the sticker. Two choices are to re-clear the fender or put a new sticker on it. You will not be able to sand and buff the paint lines to blend perfect.
