50 state legal 3rz build... any advice?

Good Day All,

I could use advice on a 50 state legal 2002 3rz build, & finding a good shop in Sacramento or Bay Area. For the later 1st gens in California we can't have a chip, natural aspiration, no CARB legal headers, no EGR delete, no intake, and cat-back exhaust only. So I guess we're limited to internal parts?

LCE recommended a stage 2 head, and stage 1 cams & said it should be 100% CA smog-legal. I'm curious if anyone in CA on here has done this? Should I keep oem fuel delivery with this setup?
Curious about anyone who's done the balance shaft delete if the rougher ride was it worth it to you? (Part #'s are all LCE #s)

The heavier flywheel was recommended by LCE because I've had clutch clatter & premature failures.
