    This has been the law in CA for some time now. It just sounds like a rewording. Here's the law as written in 2010: https://law.justia.com/codes/california/2010/veh/24400-24411.html

    Here's the important bit:
    Edit: just realized that what OP posted wasn't even CA vehicle code, but the inspection guidelines for referees evaluating the road-worthiness of imported or rebuilt vehicles. Basically how to tell if the vehicle being inspected complies with laws that already exist. There's really nothing new in there, at least in terms of lighting systems.
