My 2023 Tacoma crew cab trd offroad pulls a 2025 Keystone Springdale 1400RE 2799 dry and 3800 GVWR. The tongue is 330 on camper; however, passengers in tow vehicle the tongue weight is now 670 lbs. What size WDH should I get.

Your statement above is a bit confusing, passengers in the tow vehicle won't raise the tongue weight of the trailer.

Both the tongue weight and the passengers and cargo in the truck count against the payload of the truck.
Limited payload is always the issue with a Tacoma, yours can be found on the sticker on the drivers door jamb.

You select a WDH based on the tongue weight of the trailer.

I was getting bad information from from different sites. Your right tow vehicle doesn't change the tongue weight. My camper does not need a WDH pulling a Springdale 2400RE. Thanks for your thoughts.

The manual requires a WDH at 500 lb tongue weight and above. Our trailer's tongue weight is 350 lb, and I run one to reduce sag and for sway control.

The listed 330 seems light. Propane and battery weight are usually not included in the manufacturer's specs.

    It’s getting more confusing…the 2400RE is a fifth wheel.

You may not need a WDH by specification however having one makes for much more controlled, safer & more comfortable towing.

Properly adjusted, the WDH makes bumps a "one & done" experience instead of the truck & coach acting like two seesaws tied together.

It helps keeping you from smashing the bump stops, these trucks don't have very high rate rear springs.

You shouldn't need a WDH with a trailer that small. Usually only trailers 5000 lbs or up need them. A friction sway bar might help.

Your post is unclear however. It sounds like you may well be over the trucks payload and a WDH won't correct that. With a 3800 lb trailer hitched to a Tacoma you probably have enough payload for the driver and one passenger. Other than that, virtually no other cargo in the truck.
