Looking at it online. Things look good and it is a unicorn : 6 speed manual trans.
Ad says it just needs a 4x4 actuator and they are easy to change. Do they fail very often, and could there be another reason for the problem that says open your wallet.
Possible to get under it and do a continuity check quickly during a spin around the block?
Could a garage verify this and see if that is the only problem with the transfer case?
Maybe make an offer contingent that it is just the actuator ?
    Thanks.

Maybe, maybe not. If it's so easy, why didn't he fix it prior to listing it ? If infact that is the problem. Only stands to reason it would be easier to sell in working condition. Tread wisely ....

It's possible some people just don't want to deal with it (shop told then what it was, but was more $$$ than they wanted to spend). I agree that fixing it would make the truck more saleable.

If it's a stickshift (and especially if it's also an Access Cab), I'd have no qualms buying that if all else checks out. 4x4 problems are usually the front axle ADD unit, or the transfer case shifter unit. Neither are difficult to replace.

Yes, if the breather hose to the actuator rots and cracks, water can get in to the actuator and cause it to fail.
It is some what of a common issue. Less likely failures are wiring issues to from the 4WD ECU and Actuators. Along with the occasional detection switch.

    Read replay above.

No, not in a quick spin around the block.
You need about 30 mins to 1hr to diagnose it.
And 90% of that is spent in cab, at the 4WD ECU.

Yes, If they know what they are doing.

    Never hurts to ask.

Now to elaborate on a few things.
For one, The transfer case actuator is sold as an assembly.
If you install the FULL assembly (like a lot of shops want to). It cost A LOT.
To do that, you have to open up the transfer case.

95% of the time, you can just swap the electric motor and components over. This way you do NOT have to open up the transfer case.

Next, You SHOULD read through the Diag thread we have here on TW.
It will SAVE you a lot of MONEY.

If that's all it is and is so "easy to change" make him a offer with the condition that it gets fixed and is working prior to sale.
