I'm having a very similar issue right now, check horns, checked fuse and relay and tried new ones for the sake of it, checked power supply by jumping relay sockets 3&5 and not getting any power to the horn plug. I'm just wondering if OP had to change out the horn assembly in the wheel or if it was a bad ground.

    Thanks, J
