I can't find anything on 3rd gen. You might have to go to the 3rd gen forum and ask there

The steering wheel movement could be a lot of things. Try getting a alignment 1st. I think the bad bushings made my truck jerk left or right.

Steering wheel will move a little moves over bumps
The steering wheel moving slightly when hitting bumps can be a sign of several issues. It may indicate that the vehicle's suspension components are not functioning properly, or there could be a problem with the steering system itself. Here are some potential causes and solutions:

it really doesn't look that bad. I think it would move a little over bumps

Toyota always wants me to change the whole part because that’s how they operate. For example my for my Fox trd pro shocks the bushings were blown out and Toyota said I need to replace the whole strut. But in reality I just needed to replace the bushing. So I replaced the bushing and that fixed the issue. They don’t sell individual smaller pieces so there advice is change the whole part instead of find an after market piece to fix the actual smaller issue

if you can change the bushings easily. Do that 1st before you buy a steering rack than.
