I have used Bleech white so did my dad and grand dad, I don't know about the painted wheels though.
There was been posting on Bleech white before, some said yes some said no, I personally have had NO issues with it. I even spray my mud flaps, inner fender wells, and frame area (back wheels). Brings back alot of the black/grey color.
I do know if you just want to do the letters use a stiff brush, and spray just the letters then brush, it will foam a little then give it a good spray all over.
I have used it on dry and wet tires, dry seems to work the best on my end, but don't use it if it's hot and the tires are in the sun, (will make you cough, eyes water).
With my tires using a spray for the "wet look" is out of the question, that stuff just goes all over the truck when the wheels spin. I use simple green to do the tires, after some time the will go from flat black to almost a polished look.

I use Wesley's tire bleach, let it soak. I scrub it, then I dress the tire down with Meguiar's Gold Class Endurance.

Everyone keeps talking about cleaning the lettering. I think he's asking how to make the existing lettering white again.

After cleaning the tires with the various cleaners suggested above, I use a lettering pen I bought from Pepboys, Kragen, or Autozone.

There are some on ebay as well.

If you soak the tire down with Wesley's tire bleach, then scrub it, the letters become white. Pretty simple.
