    well, it is a hiss when the radio is on, but then when the truck gets turned on, the whine comes into play...the whine goes up and down along with the rpms but the hiss is always there...

    In that case I'd agree it's probably a ground loop and I would move the ground wire as suggested. Also make sure the RCA's are fully inserted and that the cable is not shorted on something from pinching.
