ORV park = no more front license plate

Well hopefully your luck holds up , personally I try not to give any cop a reason to pull me over & I don't know if you drink or not but it'd really suck to get pulled over for something so minor only to have it blow up into something major. ( & I don't mean being drunk or drinking & driving, just having the faint smell of alchohol on your breath) is enough reason to get rolled up, all because of a missing front plate, but back on topic, the OP is probably right, that plate is sunk in mud somewhere....
