What's that for? I mean, is that really for every day criminals? When I worked down south we built a prison that was for people who had already served their time but weren't metally stable enough to be released but not crazy enough to be considered criminally insane so the complex was still technically a prison but the inmates had more freedom. That place in Norway is still ridiculous regardless... That place is nice!
