The other day I went to start my truck after doing a trip back to school about 1 hr in 95 temps. Parked it for about 30 mins and went to move it and turned the key and it turned over and over with no start. I released the key went to hit it again and it started right up? Does this sound like this TSB? or could it be like a vapor lock condition from high temps.

It has never done it again accept one time i disconnected the battery which is probably normal from relearning fuel trims etc.

My question is what exactly is this TSB, and does anyone know how to diagnose it or what the fix is that they use?

Some stuff. Not a lot, just some.
It sounds like it, but you're out of the warranty range. They reflash the ECU

I don't think you have that problem. After buying my truck back in 07 I knew right away there was an issue and had TSB EG011-07 (recalibrated the ECU) done with only 166 miles on the truck. The problem was it wouldn't start on the first crank and I'd have to push down on the gas pedal to get it to start. It happened everytime I'd try to start it when the truck was cold.

Mine did this one time. Turned the key from off directly to start without pausing. It cranked but didn't even try to fire. I turned the key off, turned it to on, waited a few seconds, then turned to start and it fired right up. It never did it again, been maybe 8K miles ago. Haven't bothered with it.
