Steering wheel shake

I have a 2011 Tacoma TIX PRO model. I have only seen 3 to date. Mainly at freeway speeds the steering wheel starts shaking. It has the bead rim wheels. They have balanced the wheels, well I lost count how many times. One rim was found out of round so it was replaced. Another dealer said they found a wheel out of round but did not replace it. In fact did not even mention it on the paperwork, but did on voicemail. One dealer had tires off wheels trying to get them balanced and put the white wall in when he reinstalled one. Has anyone had this problem with these wheels or the Tacoma? This truck only has 3600 mi and has not seen dirt at all. That is hundred not thousand on the miles.
