TPMS Sensor Canister Build Problem

So I bought a set of wheels and the TPMS sensors from my factory steelies won't fit them. I'm trying to build the 3" PVC pipe to house them and fill it with air. I'm on my second attempt and I can't get it to hold air. Right away it starts leaking. I even tried using a bicycle pump thinking I was putting air in too fast with the compressor. Anyone have any tips? I've got 3" PVC pipe and caps for each end. Using PVC cement. Even tried caulking around the joint on the outside.

 

probablly must use primer first, then cement. take valve stem core out to assemble. I built one from info in TW posts, and it works fine.

 

ooh you may have something about taking out the valve stem core. Maybe the caps didn't go on fully due to a pressure build up.
