Catalytic Converter in OR Vs CA

    (slowly becoming less than) Stock '03 3.4L 4x4 TRD SR5
    144 watt led lights on front 36 watts x2 led on the back, cb, Kenwood ham, icon 3" lift, 285/75/16 Fierce Attitude tires, JoeZilla sliders, 4x innovation rear bumper, ARB front bumper. Snorkel. On the workbench: more stuff I can't afford.
    A friend has a 2000 3.4 L Taco that came out of CA and his Cat went out. The mechanic told him that since the truck originated in CA he has 2!:eek: converters to replace (I din't know that about CA). Anyway, we live in OR. Is this true that he will have to replace both or can he only do one?
    All input is greatly appreciated.
