Fender flare removal (small front piece)

Do I need to remove the front bumper to take off the small fender flare piece at the end of it?

The guy at the body shop says so, but it seems to me that you could just remove the liner in the wheel well or access it from below the bumper without removing it.

I'm going to have to remove the main part of the flare also, but that should be accessible right behind the wheel well liner, I think.
If there are any hurdles here that would surprise me, please let me know. I have a lot of mechanical experience so I can tackle pretty much anything, but I can't have down time from unexpectedly not having a bumper on for several days so I need to know what I'm in for before I start.

Have to pull out the inner fender part to see anything... thought somebody else maybe has done it already and could share.

did you end up having to remove the bumper? I have to do the same thing, so i'd like to know.

 

Sorry, I've never gotten to it.
My damage is so little that I'm just living with it for now.

 

You have to pull the front part of the inner fender liner back and there are som blue clips that hold it to the bumper. Pretty simple, and I am pretty sure that if it is painted, it comes painted from the factory
