Credit Errors-How to dispute?

so apparently the phone bill has been eliminated but her personal medical bills are on there and in collections... i have heard that (if you get lucky) and cant pay said bills, you can send a certified letter stating that you can pay "x" amount of the debt and give the company 30 days to respond. basically word the letter that if they dont respond within the timeframe, you can dispute the item. any truth to this?

 

Watch out for this because settling for less than the total amount looks bad on your credit as well. Its better to make monthly payments then to settle for less if you really care about your credit score. I did this with a credit card after I got laid off and settled for 2/3 the balance and it was a mistake because it has hurt my credit.

I did the same thing, and regret it to this day.
That stays on the record for the 7 years.
