You can't increase payload past the GVWR. GVWR also includes things like axle and frame strength and braking ability. With these you you can still only legally carry the weight that the taco is originally rated at. It doesn't Add 1500lbs it supports 1500lbs. There is a difference. This acts as an overload leaf.

Normally an overload leaf is a heavier leaf that is on the bottom of the pack with softer leaves on the top. This allows for a smooth ride but once the springs compress a certain amout the overload takes over to add the extra suppost and prevents sag. This system on the other hand hold the leaf pack from the top preventing normal suspenion travel. Basically without a heavy load in the back your rear suspension won't cycle at all and will ride like a brick. If you trailer a lot or always carry a very heavy load then they might help. Otherwise I wouldn't bother. This is a cheap route not the best route.
