    That has nothing to do with the chip or transponder. A Toyota without a chipped key will not allow the doors to be locked with the doors open and a key in the ignition either. They did this even before they had chipped keys. It is to prevent you from locking the keys inside the car.

    You can lay the keys inside the car and lock the doors however.

    I've done that more than once, which is why I now carry non-chipped spare in my wallet just to open the door.
