I have a 99 Tacoma with manual locking hubs. I just put new axles ,bearings, wheel hubs etc in and when it come time to install the 4x4 hubs back on they would not slide on the axle shaft. Did I order the wrong axles or what?

That is possible. Solid axle hubs are not interchangeable with IFS hubs.
Verify the part numbers that you ordered with the part numbers that they are supposed to be. Not sure if pre-Taco IFS hubs are different from Taco hubs.
