Have a memory saver (9 volt) and wonder what voltage is required to save
presets on radio and bluetooth. Should it be plugged in with ignition on or off?

I've never used one of those, but I would imagine ignition off.

When I changed my battery, I hooked up a portable jump starter to the terminals to keep power to the vehicle with the battery out.
