When braking, whether soft or hard on level ground the feel on the pedal is normal. When downhill and applying brakes there is a pulsing and a weak brake feel almost to the point that if I had to stop in hurry I’m not sure how it would do. The pads are good (measured at dealer when they did oil change). Rotors don’t feel warped since braking on level ground is great. Any answers or ideas?

You sure ABS or VSC is not kicking in?
    Are your tires stock size?

Tires are stock size. Would a dash light come on for ABS or VSC?

I'd try to stop in a hurry and see what happens.

My observation regarding VSC is that lights only come on if its sustained. ABS, I don't think lights anything up. At least I've never seen it.

Usually when you're braking, you probably aren't and shouldn't be looking at the dash for lights.

Well if any of those lights come on, A constant beep occurs. Do you hear a fast toned beep? The other day something similar happened to me, but I looked and my cruise control was still on lol.

sounds like your rear brakes need to be adjusted,
about once a year my truck gets [that feeling] and I adjust the rear brakesand all is good
