Bad ballast?

    So I just installed my hid's and found that one side wasn't working. I made sure all connection were good but still had no luck. So I switched ballasts around and now it only flickers for a millisecond when I turn them on.
    I switched them around 4 times just to make sure but still have no luck, what are the chances of possibly having a brand new faulty unit?

    Most of the time if HIDs go bad it will be outta the box
