As title says, I am wondering if my Hella 700ff with stock halogen bulbs are legal to use on road...

Research your local laws as it varies state to state. Here in Washington the law states no more than 4 lights from the front. It doesn't list a wattage designation but alot is left to interpretation.

    This.

I know that in CA, you are allowed two "auxillary driving lights". It is specifically stated that these lights must be designed to supplement your high beams, and only turned on with the high beams. There's also a height range they need to be mounted in (bumper). CA also only allows four lights to be on at any time, including the headlights.

There was a court case in CA where someone got pulled over and cited for having two KC Daylighters on his Jeep's bumper. The lights were not on at the time. This is key. He did not blind a cop with them. He was cited for non DOT approved lighting. He fought it, on the basis that the lights were designed to supplement his high beams, and qualified as auxillary driving lights. He won.

If we're only talking about two extra lights mounted up front on the bumper (not on the roof), and you aim them correctly and dim them with high beams for oncoming traffic, I highly doubt you'll have a problem. Blind a cop with them and you're screwed. I've had no problems with either my Hella 500s on my Dakota, or my Pro Comp 8 inch lights on my 86 Toyota. Haven't bought a light bar for the Taco yet.

    .
If they are wired to the high beams and you keep the 55 watters in there, you shouldn't have a problem because you will only turn them on with the high beams. Me on the other hand, push modded up Hellas and Bajas that have their own switch right at my fingertips, I could get in a lot of trouble if a cop saw me blasting 520 watts out of the grill.
