12" Rockford Fosgate sub, Blue LED lights interior footwells

I have a 2002 prerunner and I have read about how you can turn the turn signals on your bumper into fog lights and then turn your parking lights into the turn signals. Can anyone explain how to do this? Also i want to be able to control my fog lights with a switch i would be installing in the dash.
