Is this cover supposed to have 2 metal clips on the bottom tabs? Thanks.

I don't think so. Mine came off with very little effort too. I added some thin foam tape across the tabs and it holds on a lot better now.

The clips on my plastic cover look exactly like yours. My cover attaches but not securely, it's uneven looking. I'll have to say that the fit and finish on our tacoma's really suck compared to the old 3rd gen 4runners.

    Check the TTORA Garage Section....
No metal clips... just make sure you install it correctly.
Mine is not a tight fit.... but it has never fallen out - after many many times of removing to access that area.

Here's mine for your reference, not a great pic sorry. I was so busy taking out the dash to install my ignition key ring light retrofit off a 4runner. The lid has no metal tabs on mine. The bottom tabs (the top of the picture is actually the bottom of the lid) barely keeps the lid in place. Cheap plastic and bad design.

Mine still has all the tabs, but it falls out if I even just look at it wrong. So annoying. Thinking about putting some adhesive velcro in there to hold it in.
