2003 High Idle & Slack in Throttle

Hello, I replaced the throttle body on my 2003 Toyota Tacoma, 3.4 with a new one. It idles around 1200 rpm and there is slack in the throttle. When I take the battery cable off and reconnect, it idles correct, around 500 rpm, and there's no slack in the throttle. But, when I shut off the engine and restart it, it idles high again and slack is back in the throttle.

Please help!!!!!
