Has anyone figured out the best size tire to put on a 09 tacoma with 2.5 inch level kit?

A 265/75/16, or a 265/70/17 are the largest tire you can fit without any modification, i.e., cab mount chops, UCA's, regearing, etc....

If you trim the cab mounts, you can fit a 285 tire, but you'll probably have to regear after that.
