Differential Drop Kit Install Question

So I was planning on installing a Toytec Diff drop kit the other day so I could level out my CV Axles and I ran into a questionable situation and I thought I would check with everyone here before proceeding.

If you look at the images in the links below you will see that there is a collar stemming out above and below my cross member that the differential supports bolt on to. Because of this 'collar' the toytec spacer won't fit flat against the frame and the 8 inch supplied bolts aren't long enough to reach through to the other side of the frame. At first I thought I should just buy longer bolts, but like I said, I decided I should double check with you all about this.

So, is this 'collar' on my cross member suppose to be there? Is this standard on other 98 tacomas? I was also thinking of having the toytec spacers milled out to fit over the collar, but before i do anything I'd just like to know what the deal is with this collar on my cross member.
