05 Tacoma - 4x4 does not engage. 4x4 engaged only when ARB locker are turn on.

    2005 Tacoma DD 4WD
    2005 Tacoma - 4x4 does not engage when turned hi or low.

    But it will engage if ARB lockers are turned on front and back. Any clues? Or how should I trouble shoot?

    I've tested with lifting my entire truck up.

    Any help is much appreciated.
