Trs retrofit HID: passenger side intermittent on isue

the bixenon hid kit from eBay before with harness and never had any issues. Decided to stop blinding drivers so I purchased the morimoto mini h1 retrofit kit from Trs and got it last Monday . Called them friday and determined the passenger ballastis defective. I put the good ballast on the passenger side and tested it that night. Well sometimes the pass side will turn on right away, and but sometimes I have to turn the switch on and off a couple times before it turns on. I have tried 3 different grounds. The driver side with an eBay ballast have no issue what so ever. Is it a possible defective relay issue? Bad bulb? It can't be a bad ballast since this was the good Trs ballast from the driver side.*Please help.*Guess I'll call Trs also tomorrow when they open
