Steel bumper and factory tow package?

Are there any steel rear bumpers out there that will work with the factory tow set up? I know that there are bumpers with a built in class III hitch but the factory hitch is a class IV and I would rather retain the higher capacity.

So does such a beast exist or am I going to have to buy a bumper and have it modified?
