clay bar question

I've never used a clay bar nor even really know what it is or does. But here's the deal. I have a 55' Mercury that has a 3 coat poly paint job I got 6 years ago. It sits outside. I wax it probably every 2-3 months. But the paint surface seems to be not as smooth as it was when it was new. Does clay work to smooth down paint?

 

It smooths the paint, taking out contaminants and makes it look like a mirror after waxing. Here are pics of my 09 Sport after clayed and waxed with Turtle Ice.

 

Would make her look like new.
