Hi guys, I want to keep my factory leafs and maintain load compacity and handling but my leaf springs are mounted ontop of my axle.

Can I still use lowering blocks?
I understand the concept of lowering blocks on under axel mounted leafs but I don't see how they will work with top axel mounted leafs.

They won't for spring over. You may could redo the axle mounts and put them on the bottom.

That would result in a 5inch drop and is a pain to do correctly.
Are their any options to lower 2inches and retain load compacity.

Just do it right and go SUA, seems as though there are loads of shops around you to do it.
