06 Tacoma TRD Offroad, Bilstein 5100 shocks

I have a 06 tacoma trd off-road 4x4 and when I'm just making a slow take off I get to between 26-29 mph and it hops a little but right after it hits third gear it stops. I have no clue what it could be I've had my tires balanced and it still does it. Any help?
