Headlight issue- Drl, low beam, high beam

    So I have a 98 taco, 3.4L. Now I'm certain I have the model with the DRL because I have a fuse and relay for it, but my low beam dont work. DRL works and high beams do. There is a dimmer relay im suspicious of, the cap has been taking off before, and have tried to test it with just a multimeter. Seems okay, haven't test with a battery yet to see if it actually switches. image.jpg
    This is the electrical diagram for the model with Drl, seems like the dimmer relay controls the connection between lo and high, and would just seem to be stuck on high. I'm not electrican, or auto machanic, and I don't feel like spending the 70 with no return policy to guess that it the problem. Anyone help me out. Oh and I have replaced the bulbs recently. Wasn't the issue. Thanks
