My $.02 would be a water pump.

First impression is a AC unit starting it's horrible howl when the clutch kicks in and it is failing. Kinda hard to tell from the video.

How many miles or hrs on the sound?

Best way to tell is to take one belt off at a time until the sound stops they you know exactly what it is without through away $. I had a similar noise and thought it was either water pump or a/c. Started by take 1st belt off and found out it was a bad bearing in my power steering pump. Good luck.

    Started automatic. Swapped to manual
Could be the power steering idler pulley.
