1 - That housing is not a drop-in. I don't know HOW they expect that bracket to be used to mount. There's nothing solid on our bumper to mount to. The stock lights snap into the bumper cover.
2 - The included relay harness is shit. The switch will not fit properly in the positions to the left of the wheel. It will fit the cutouts in the center console of the '12+, but I think it's too deep.

I've got an ebay set. I bought the factory switch and harness from Toyota and the parts to build my own relay harness... didn't use any of the included harness other than the part that goes from the lights to a "T" that connect to the relay.

ya i found it odd the way they mount... any way i could make them fit with the black housing that covers the fog light hole? im not worried about the wiring harnesses etc, i just need the lights to fit which i can modify etc if need be, just wondering if anyone has done it and the quality of the lights themselves?

It's a completely different kind of mounting... don't see how they could be made to fit with what we've got.
Notice they show a picture of the 12+, but describe as for '05-'11

There are a bunch of fogs on ebay for around $70-$90 for a pair that will snap right in and look stock.
They may or may not leak.
