I don't think that is a 1990, perhaps a 1999. However Toyota did make a early 4dr for the foreign market. I think they were exported to Ecuador and Australia in the early years.

Maybe its a gray market vehicle that was imported in the U.S. which is very common. I once saw a mid 80's Nissan 4/dr pickup that had a diesel engine in it. Initially I thought it was a conversion, but turned out to be a gray market that was imported into the U.S. from Ecuador. Go figure. But to answer your question, I don't know where it came from, the federal label on the door will tell you if it meets U.S. Emissions standards. Or the owner should know. Give him a call and let us all know.
