Ok, I checked some schematics I have (newer year though, but MIGHT be the same ...._)

1.) Confirm that the fuse you changed is the correct amperage for that Circuit (per fuse block or owners manual). I want to be sure that someone did not already incorrectly put in a higher or lower fuse.
2.) Which fuse is blowing ??? I see multiple fuses in the schematics for the tail light / brake controller areas.

So Far - per my newer schematics, the wires you found MAY be:

Black - towing brake power - has a separate 30A fuse (towing brk)
Red - back up light relay - uses fuse IG1 10A
Red/W - Hazard lights. MAy be powered from the above two fuses or the trn haz 15 A fuse. (they go to the Control block)

Please confirm that at least these fuses have the correct amperage fuses. (check them all just in case others are wrong.)
Please confirm the fuse that is blowing

And I'll review the schematic again (Remember I'm using newer schematics but should be quite similar I hope) ....

Just FYI ... When you are troubleshooting hard to find issues you change only one thing at a time to fine the issue. Here it might have been the controller or the wires - now we won't be sure if it does not come back ..

I have hooked up the brake controller and so far so good. would these wires that I found hanging down from the rear tail light on drivers side have went to a topper?
