Leaky power steering reservoir?

    So I noticed when I was messing with my HID ballast on the passenger side that it had some sort of dried greasy fluid on it. Then I looked around the compartment in front of the windshield wiper fluid and above the power steering reservoir and noticed it was a little bit of everywhere. Is this normal? Does the reservoir work as a pressure release and spurt a little bit if I crank on the wheel too far or something? Or is this indicative of something worse that might be coming?

    The reservoir was sitting right at the "minimum when cold" line, in case you were wondering. I'll probably put some a little in it later, but I'm not terribly worried about it right now.
