Trying to adjust my left headlight but nothing happen when I turn the lower adjuster (up and down) nob. Thinking it might be broken. Does any one have any suggestions on how to fix this? Do I have to open the headlight up?

I have the same problem on my passenger side headlight.
The upper adjustment screw ( for vertical adjustment ) turns but its not changing the angle of the light.... Acts "stripped" but it is the first time its ever been used....
