Lately my power steering has been acting up. From time to time it will surge while I am turning going from working to not working back and forth and moaning while doing so. Does this mean the pump is on it's way out? I checked the fluid and it looked like it was full but it had some foam on top. Any ideas?

Sounds like the pump is cavitating (sucking air). Are you sure the reservoir is filled?

There is a screen in the bottom of the PS pump reservoir, that could be plugged
