It's not windy all the time just saying when it does the wind seems to go through our Columbia jackets. Mainly I want her to be warm but nothing too bulky

I don't think Windblock fleece is particularly warm, the tight weave of the fabric removes a lot of the loft. Loft = warmth.

Have you considered something like Eddie Bauer's First Ascent? They have a men's hard shell with down lining, I imagine they have a woman's version as well. That's a low bulk, high function option if you're into it. A high loft fleece would be paired best with a hard shell for warmth, and neither are particularly bulky.

If you want windproof but not too heavy try a soft shell jacket. Something like the Eddie Bauer Windfoil Elite or North Face Apex Bionic. Most soft shells are basically a fleece jacket with a weather resistant outer shell. It will keep the wind and a light rain at bay without being too bulky. PM me if you have questions about the EB stuff.

If you want to stay with a more traditional fleece try the EB Radiator Fleece. I have 2 and they are the warmest fleece jackets I have. Not totally windproof but more so than regular fleece

I have the mens version of the EB Windfoil. Bomb-ass jacket. :) Mine's older I think (It's not permanently insulated but you can clip the fleece into it) and it's completely waterproof. I got stuck outside in a torrential downpour for a few hours last winter and when I took the jacket off I had a solid line on my waist where it went from completely dry to drenched.

Duluth could have stuff. The Clymb doesn't carry inventory in any form so Christmas delivery could be an issue, my 2 order from them took several weeks to arrive.

Almost forgot about them, thanks for the reminder Judy!
