In 2008, Toyota announced a 15 year warranty on the 1995-2000 models for the frame rust issue and then in 2012 recalled 150000 tacomas for the frame issue on the 2001-2004 models. If you have a 97 you are probably past the warranty period, which was extended for this issue. Can't hurt to try at the dealer.
