So I ordered the TRD pro black rims. They are posted as being 17x7's. When I did the tire size check, the smallest rim 285/70/17 will fit is a 17.5!?! Is there a way around this or am I missing something?

You need to re-word the question, it doesn't make much sense ..

Will a Toyo ATII 285/70/17 fit on the TRD Pro 17x7 rim?

I figured someone by now would have some knowledge on if the tire fits on a 17x7 rim or not

Nope. Approved fitment range is 7.5"-9.5" wide wheels: http://toyotires.com/tire-specs/2640

The installer can probably force it on the wheel, but it won't be safe or reliable (might pop a bead easily or suffer carcass damage).
