I have a hard time believing that the 6 lug 1st gens can get over 20mpg but if you're still on stock size street tires with no added weight, I guess it's possible under the right conditions. Best I ever got out of an all highway tank on my 04 (before I added all the weight) was 20mpg.

Conditions play a big part in it, I think under most conditions the best these trucks can do is maybe 20mpg when stock, but if you're cruising down an open highway at 60-65mph with a tailwind pushing you along, you might be able to get even more.

On the desert highway with a headwind I'm lucky to get 14mpg, the roof rack/lights don't help

The air filter doesn't have anything to do with it, the nice thing about those air filters is that they are washable/resuable but they do let more dirt through them than the OEM paper filters, just something to be aware of. For street use I'm sure they're fine but for offroad use I wouldn't use them...I had that same filter for several months in my truck and started to notice a layer of dirt inside the intake behind the filter after a few offroad trips.

If those filters had any effect on MPG it would be barely noticeable, definitely not a ~5mpg increase over average. The best thing you have going for you is that your truck is stock on stock street tires, heavy tires are what kills MPGs the fastest followed by armor and weight in the bed, etc.

Also of course having a healthy running engine is the number one factor

    This^^^

Elimination of some of the air hoseing which has baffles and channels sound should net you some power (again tiny amounts). Commonly refered to as a Cold air intake
