02 Taco p0172 bad fuel mileage

Adding to this a bit. Yesterday I unplugged the 02 sensor while it was running and nothing changed, but it looks like it should be working. I also, this morning tested the resistance across the heater wires to the 02 sensor and it showed 17.8ohms I let it cool for a while and it went down to 12.5ohms, is my 02 sensor bad and that's what's causing the bad mileage?
