Are you able to open and close the valve manually by pushing the lever back and forth?

I had issue with mine and it turned out to be the cable that hooks up from the servo motor to the valve lever was seized. Replaced the cable and works perfect.

Air blend mechanism has 2 components - valve has to be open, and that metal apparatus under the dash that attaches to the servo motor has to be engaged in the open position. Hard to explain but I discovered just opening the valve manually wasn't enough. Reach under the dash and push/pull the lever/linking arm that the cable is attached to. You might have to remove the servo motor. Not exactly sure what the anatomy is down there but perhaps that apparatus is simultaneously opening a vent under the dash while the cable is opening the valve in the engine bay.

In any event if you take the cable out and you feel resistance in it thats probably your problem. Mine wasn't totally stuck, it was just tough, and lubing didnt help. I ordered a new one and the new one had 0 resistance at all, its supposed to glide effortlessly. Also make sure the servo motor isnt dead.
