03 Toyota Tacoma with manual transmission will not engage 4 x 4

03 toyota tacoma 4x4

This is my 1st time here trying to get some direction. I have had 4 toyota tacoms all with 4x4 my latest 03 2.7 manual transmission would not engage the 4x4. I am in nutral and shift the short shift lever into 4L and it won't engage and the light won't come on?
